党的领导贯穿高职院校办学治校全过程的对策研究

摘要:

基于政治学与系统治理理论,结合实证调研方法,深入探讨党对高校全面领导的内涵机制及其在办学治校各环节中的实现路径。通过对547份有效问卷的数据分析及相关政策文本的编码研究,识别出当前高校在思想政治、教育教学、干部人才、科研培训、内部治理及国际交流六大关键维度存在的现实问题,并从思想认识、方法创新与资源约束三个层面进行归因分析。在此基础上,研究提出“六维一体”的理论模型与系统性实践框架,为加强党的领导、提升高校治理现代化水平和实现高质量发展提供理论依据与实施策略。

Abstract:

Based on political science and systematic governance theory, combined with empirical research methods, this paper deeply explores the connotation mechanism of the Party's overall leadership over universities and its realization paths in all links of university governance and school-running. Through the data analysis of 547 valid questionnaires and the coding research of relevant policy texts, the study identifies the practical problems existing in six key dimensions of current universities, namely ideological and political work, education and teaching, cadres and talents, scientific research and training, internal governance, and international exchanges, and conducts attribution analysis from three levels: ideological cognition, method innovation and resource constraints. On this basis, the research puts forward a "six-dimensional integration" theoretical model and a systematic practical framework, which provides theoretical basis and implementation strategies for strengthening the Party's leadership, improving the modernization level of university governance and realizing high-quality development.
