校企合作深度与成效是决定“双高计划”实施效果的核心要素,社会资金参与不足仍是制约校企深度融合的关键瓶颈。研究基于价值投资理论,构建“需求识别—价值创造—替代性壁垒”三维分析框架,提出“院校能力—价值共创—资本吸纳”闭环模型。研究表明,企业的投资行为遵循“需求触发—收益可期—合作锁定”的三阶段决策逻辑。面对这一机制,职业院校应着力构建产业洞察、协同创新、定制化人才培养、合作治理四项核心能力,推动合作模式从依赖政策资源获取,转向以价值共创为基础的深度协同,从而形成“能力构建—价值实现—资本投入—能力升级”的良性循环机制,为第二期“双高计划”建设提供更加持续、稳定的社会资金支持。
Abstract:The depth and efficacy of school-enterprise collaboration stand as pivotal determinants of the “Double High Plan's” implementation success. However, the inadequate involvement of social funds remains a significant barrier to achieving profound integration between schools and enterprises. Grounded in value investment theory, this study establishes a three-dimensional analytical framework encompassing “demand identification, value creation, and alternative barriers,” and introduces a closed-loop model of “institutional capacity, value co-creation, and capital absorption.” Our findings reveal that corporate investment decisions adhere to a three-stage logic: “demand triggering, anticipated returns, and cooperation lock-in.” In response to this mechanism, vocational colleges should prioritize the cultivation of four core competencies: industry insight, collaborative innovation, customized talent development, and cooperative governance. They should facilitate a transition in cooperation mode from policy resource dependency to deep collaboration rooted in value co-creation, thereby fostering a virtuous cycle of “capacity building, value realization, capital investment, and capacity enhancement.” This approach aims to secure more sustainable and stable social fund support for the second phase of the “Double High Plan.”.
